HEIC to PDF puts iPhone photos into one PDF document, one photo per page, in the order you add them. The HEIC files are decoded in your browser by a WebAssembly build of libheif, so photos of receipts, IDs or paperwork are never uploaded.
The common case is paperwork photographed on an iPhone: a lease, a stack of receipts for an expense claim, both sides of an ID card, a handwritten form. The photos are HEIC, the recipient wants one PDF, and a Windows PC often cannot even open the HEIC files to print them. Add the photos here and each becomes a page; three receipts give you a three-page PDF named heic-to-pdf.pdf, ready to attach.

By default each page is sized to its photo, one PDF point per pixel. A 12-megapixel iPhone photo is 4032×3024 pixels, so its page measures 4032×3024 points, about 142×107 cm at 100% zoom. That looks huge in a viewer’s page-size readout, but it keeps the full resolution, and a printer set to fit to page scales it onto A4 or Letter. If you would rather have paper-sized pages in the file itself, pick A4 or US Letter as the page size; the photo is then placed to fit inside a 0, 0.5 or 1 inch margin, or to fill the sheet, with each page turned to match its photo.
PDF cannot hold HEIC data, so every photo is decoded and embedded as a JPEG at 92% quality. A photo that is 1.5–2.5 MB as HEIC usually takes 3–5 MB inside the PDF, which puts a ten-page document somewhere around 30–50 MB. If a 20 or 25 MB email limit matters, convert the photos to JPG at a lower quality first and build the PDF from those on the JPG to PDF page.
Only the still image survives. Live Photo motion, depth maps, HDR gain maps and burst sequences are left out; a HEIC holding several images contributes its first one. The embedded JPEGs carry no EXIF data, so the capture time and GPS location of each photo are not in the document, which is usually what you want when sending paperwork to someone else. The pages are pictures, not text, so the PDF is not searchable unless the recipient runs OCR on it.
Browsers other than Safari cannot read HEIC on their own, which is why many online HEIC to PDF tools upload your photos to a server. Here the libheif decoder is downloaded to your browser the first time you build a PDF, the photos are decoded locally, and pdf-lib assembles the pages in the same tab. Nothing is sent anywhere, and the PDF exists only as the download you save. Up to 30 photos fit in a single drop, 50 MB each, and you can add more before creating the PDF.
